Options and responsibilities for homeschooling Alberta

In response to the pandemic, Alberta Education has expanded the requirements for home education in the province, giving parents two methods for undertaking homeschooling.

Prior to September 2020, homeschooling parents and guardians were required by law to check in with officials twice per year, to ensure their learning programs were following provincial standards and to file progress reports for their children. Now, parents can choose between undertaking a home education program supervised by a school, or simply notify their intention to homeschool and devise their own learning program to suit their needs and beliefs. 

A major part of this choice will come down to money for many families: the supervised route is funded by Alberta Education, while the notification-only route is not eligible for any funding. For some families, the ability to follow their own program without these regular check-ins makes the cut in income worthwhile. For others, the funding gives credit to the supervised system, while they also benefit from the assurance of knowing they are meeting Alberta’s educational standards.

How does the funding work?

Parents may choose any traditional school or independent school they wish to supervise their child’s home education. Note that it is up to individual schools as to whether they accept supervision of students, even for those on their own roll. A school board that does accept a student is referred to as an associate board or an associate independent school if the chosen school is an accredited funded independent school.

The notification and acceptance by an associate board or associate independent school must have been made by September 30. Any students accepted after this date are not eligible for funding, even when moving from an online or traditional schooling system mid-year. If organised by this deadline, the family receives $850 per student to be used for schooling resources and materials. 

Can we do both?

A third option allows for a mix of a school-provided program and a home education program. Called a ‘blended’ or ‘shared responsibility program’, this allows for some funding and gives the student the benefit of being able to work among their peers and within the Alberta programs of study, and being able to follow their own home education program. 

This may be a good option for home education students at a high school level looking to meet the needs of a qualification or diploma. 

Under this model, the parent’s homeschool program must meet the Home Education Regulation and they are responsible for developing, administering and managing the program, as in the traditional homeschool model. For students in Grades 1 through to 12, the school authority is responsible for a minimum of 20% to a maximum of 80% of the student’s learning program.

While these regulations may seem restrictive or complex, families looking to home educate their children have many options in Alberta, which will ensure a well-rounded and rich educational experience and excellent learning outcomes for students.
